Why does Resource do not have a mandatory relation to Provider?

Conceptual Model defines Resources to be operated by Providers. However there is no mandatory attribute for this relationship, in contrast to that there are three mandatory attribute which refer to Participant.

Do we have to remove relation between Resource and Provider in Conceptual Model?
